Pomerleau has been selected by Billy Bishop Toronto City Airport to deliver the new United States Customs and Border Protection Preclearance Facility (US CBP). The news was announced by PortsToronto, the owner and operator of Toronto City Airport, and Nieuport Aviation, owner and operator of the airport’s passenger terminal, at a press conference on May 29, 2024.

Billy Bishop Toronto City Airport is a vital part of Canadian transportation infrastructure. The announcement of a US Customs and Boarder Protection Preclearance Facility is a game-changer for the airport, airlines, and passengers, and will make YTZ an even more convenient connection point between downtown Toronto, the United States, and the world.

Preclearance allows passengers to clear customs in Toronto rather than upon landing at US airports. This initiative opens travel to new markets in the US through smaller airports which do not currently have US CBP.

Billy Bishop Toronto Airport is a critical hub for those traveling for business or pleasure throughout North America. Pomerleau is pleased to be delivering this project with our partner Alstef Canada, who will implement the baggage handling system, with mobilization plans well underway. Construction will start mid-July. We look forward to this best-in-class facility going live by fall 2025.
The benefits of Preclearance have been demonstrated at 15 airports around the world, and recent research by York Aviation indicates that Billy Bishop Toronto City Airport has the potential to deliver $5.3 billion in economic output through the increased aviation activity that Preclearance will bring about.

This work compliments the portfolio of airport work Pomerleau has delivered, including construction projects at Toronto Pearson International Airport, Ottawa International Airport, Montreal-Pierre Elliot Trudeau International Airport, and the Quebec City International Airport.
