
The Province of B.C.’s Belleville Terminal Redevelopment in Victoria marks an important milestone in improving ferry transportation for Vancouver Island. This major design-build project will span over three years and has been planned to minimize disruption in this high-traffic area. The result will be a modern pre-clearance terminal in Victoria's Inner Harbour, making travel more convenient and enhancing security and international trade between Vancouver Island and Washington State.
This project involves demolishing the existing Clipper terminal infrastructure and building a new pre-clearance terminal building with modern border-security standards. This project also includes the replacement of aging wharf facilities and a new space for goods processing. The goal is to bring all border service agencies and ferry operators together in one terminal
It also supports the local economy, tourism, and a stronger relationship with the Esquimalt and Songhees First Nations through meaningful collaboration.
Because the project is in a sensitive marine area, we’re following strict environmental standards set by both federal and provincial authorities. To reduce our impact, we’re using strategies that save energy and water, choosing better building materials, and recycling construction waste. These efforts help us earn LEED credits—a recognition for buildings that meet high environmental standards. It’s one more way Pomerleau shows its strong commitment to protecting the environment.
Victoria’s Inner Harbour is a small, busy area with frequent boat traffic, which adds complexity to construction planning and coordination. The terminal must also meet special customs and security requirements for international travellers which shapes how we design and build the project. We’re working closely with First Nations communities, local businesses, tourism operators, and government partners—making clear, and consistent communication key to the project’s success.
Pomerleau was selected for this project because of its strong experience in marine infrastructure and collaborative works methods. At peak times, there will be between 100 and 150 workers on site, including specialists in deep foundations and structural engineering. This project provides an opportunity to adopt emerging technologies, promote innovation, and improve the way we design and build. Throughout the project, we’ll work closely with the Province of B.C. to make sure everything meets their goals and expectations.
This is Pomerleau’s first project in Victoria, and we’re proud to be part of it. It reflects the kind of complex, high impact work we do best, and helps shape the future of the region.
