Pomerleau selected for Arctic Over-the-Horizon Radar Project 

Pomerleau, in collaboration with Aecon and Stantec, has been selected to deliver the Government of Canada’s Arctic Over-the-Horizon Radar (A-OTHR) project, a major defence infrastructure project aimed at strengthening Canada’s defence and surveillance capabilities.  

As part of a federal investment to modernize North American Aerospace Defense Command (NORAD) infrastructure, the A-OTHR system will provide long-range, early-warning radar coverage of Canada’s northern approaches, supporting national and continental security objectives.  

 

Strengthening Canada’s northern surveillance capabilities  

The Arctic Over-the-Horizon Radar project represents a major milestone in the modernization of Canada’s defence infrastructure. Once operational, the system will enhance situational awareness by providing early detection and monitoring across Canada’s northern approaches, strengthening long-range radar infrastructure to reinforce the country’s ability to safeguard its airspace. 

 

 A collaborative delivery model with industry partners  

The project is being delivered through a consortium bringing together the expertise of Pomerleau, Aecon and Stantec. The consortium’s mandate includes supporting the design and delivery of critical site infrastructure required for this next-generation radar system.  

By combining technical knowledge and experience delivering complex infrastructure projects across Canada, the consortium will support the successful execution of this nation-defining initiative. 

The first sites represent an important step in advancing Canada’s future-focused surveillance capabilities. The project will include environmental assessments, community engagement activities, and phased construction. A validation phase will commence in the first quarter of 2026. Upon validation and the completion of a design development phase, construction is expected to begin.
